This document is a summary containing "the rules for operation of the Section 702 program that have not already been included in certification orders by the FISA court." It "contain[s] references to Court opinions, agency targeting and minimization procedures, hearing transcripts, or other relevant documents regarding the operation of certain aspects of the Section 702 program." It was submitted to the FISC by the government at the recommendation of the PCLOB.
