Report on first SIGINT Development (SIGDEV) training course for NSA Third Party members. This training allows allied countries to tackle mission areas of mutual interest, such as Afghanistan and Counterterrorism target sets. At the time the report was published, the NSA was also creating another course to provide an in-depth telephony analysis training for Third Party members.
